Diana Ramirez
Diana is the Principal at DARamirez, LLC, a boutique consulting practice focused on educating, advising, and strategizing with the public sector on the value proposition of Public-Private Partnerships and on governance and economic development tools that can be leveraged locally.
Diana serves as Sr. Advisor for Public Sector Engagement and Programming with AIAI (The Association for the Improvement of American Infrastructure). In this role, Diana is leading the P3 Direct program, an exclusive, complimentary program designed to provide education, information and support to public sector agencies considering P3 as an alternative to standard project delivery.
Diana's career spans 30 years in the public sector. She has served as County Administrator, County Budget Officer, and Flood Control District Administrator as well as Executive Director of the Department of Economic Equity and Opportunity at Harris County, TX; and Director of Economic Development & Strategic Investments in Travis County. She started her career with the Texas General Land Office implementing the Coastal Management Program.
Diana has a BA from The University of Texas and a Master in Public Affairs from Princeton University. She is a Certified Government Finance Officer. In 2025, Diana was recognized as one of four Public Officials of the Year by the University of Houston Hobby School of Public Affairs. Upon her retirement, Commissioners Court declared April 30, 2025, as Diana Ramirez Day in Harris County.
